New Urban Local Bodies to Give Boost to Urbanisation in Bihar

In a bid to give a boost to urbanisation Bihar government has decided to create 103 new Nagar Panchayats, eight Nagar Parishad and upgrade five Nagar Parishads into Nagar Nigam.

Nagar Parishads – Sasaram, Motihari, Bettiah, Madhubani and Samastipur – will now become Nagar Nigam.

State cabinet chaired by Chief Minister Nitish Kumar on Saturday approved the proposal to create new municipal entities. With this move the areas and the population considered urban will substantially increase.

The proportion of urban population in Bihar is among the lowest in the country. As per the 2011 Census only 11.27 per cent of Bihar’s population is urban, while the national average stood at 31.16 per cent.

This was partly due to wrong categorisation. Several sub-divisional headquarters are still under Gram Panchayats. Now they will become part of different tier of municipal bodies. The decision comes ahead of Panchayat elections in the state proposed to be held in the coming summer.

The creation of urban bodies will ensure availability of several facilities like street lights, drainage system and waste management in those areas which are not available when they are considered Gram Panchayat. It will ensure faster development of those areas.

As per the cabinet decision taken on Saturday 32 Nagar Panchayats will be upgraded to Nagar Parishad. Of the 32 Nagar Panchayats to be converted to city councils, Rajgir Nagar Panchayat of Nalanda district will now be converted into a city council, which will be converted into a Municipal Council, while Piro Nagar Panchayat in Bhojpur, Nokha Nagar Panchayat in Rohtas, Chakia Nagar Panchayat in East Champaran and Ramnagar Nagar Panchayat will now be changed to Municipal Councils.

Eight new Nagar Parishads are: Bihta and Sampatchak in Patna district; Barauni in Begusarai district, Udakishungang in Madhepura district; Triveniganj in Supaul district; Tajpur and Shahpur Patori in Samastipur district and Suryagarha in Lakhisarai district.
